Al-Bukhari reported that it was Umar, who specified Dhat 'Irq as the miqat (of those coming from Iraq).
ARABIC
وَفِي اَلْبُخَارِيِّ: { أَنَّ عُمَرَ هُوَ اَلَّذِي وَقَّتَ ذَاتَ عِرْقٍ } [1] .
